Are horse passports the new puppy farms?

Aside from windfarms at Scarweather sands, the most emails and letters I think I have received since joining the National Assembly were about an allegation (wrong) that we were supporting puppy farms.

I see the lobbying has now started on horses' passports which we are debating next week. One of my colleagues has already described plans for horses' passports as a dog's breakfast.

More worryingly, David Cornock , BBC Wales's own blogger, says that Kilroy-Silk has taken up the issue.
