English Tories to abolish Sports Council for Wales?

According to the BBC, the Tories plan to abolish the Sports Councils and replace them with a British Sports Foundation.

Did Central Office tell the Tories in the National Assembly for Wales, who opposed the abolition of the Sports Council for Wales when the Welsh Assembly Government was reviewing quangos last year?

And how do they intend to abolish the Sports Council for Wales - a Royal Charter body - are they going to ask it to apply to the Privy Council for abolition? Also, are they going to take away the Assembly's powers in the field of sports?

Something tells me the Tories haven't quite got the hang of devolution yet!
